We cannot explain drug taking if we divorce it from the total social and
economic context in which it occurs. Yet this is precisely what the criminal
law tends to do, because it is not geared to ameliorating social problems. It
cannot provide the social and economic alternatives- the jobs, the recreational
activities, the sense of involvement- which are most likely to reduce the
incidence of irresponsible use and minimize its harmful consequences.
